who can figure this out

a horse we gave vacc's to had a reaction to every vaccine- every brand-no matter what it was- and... a reaction to a coggins test.
so this horse could not be vaccinated - it got hives-all over. know what it was????? we figured it out but..... what do you think it was?

I was thinking, not sure if they do this, but maybe alcohol. Like when they wipe the area to be punctured. If not my second guess would be if the horse was sedated then it was allergic to sedation. Third guess, if it was a spring/fall work up then maybe just the seasons and the horse is allergic to air born pollen that could land on the horse's hair and get injected in with the vaccine. Fourth, is the horse allergic to himself? His own dander and such. These are pretty wild guesses.lol

I'll go with percher1 - the alcohol? Was vet wearing gloves - if so I'd guess latex.
