When To Report Abuse?

Since spring I've been wondering about this question. Last spring some people down the road bought horses. (2). They looked thin and I thought perhaps they bought them to fatten them up. Its now late Nov. and they have their winter coat. I can still see their hip bones sticking out and count their ribs. They do not look old to me. They are probibly around 5 or so. I see them going to feed them, but I do not have a view of their water source. They do have a salt block out there for them and shelter. I also see them running them down the road though . I'm afraid that they are going to fall and break their legs when they do that. And the horses spook everytime a car goes by them when they are on the road. My question to the forum members is this.

At what time do you decide that its time to call the authorities?

I would def. call autories, that is total abuse! Poor animals! They dont evne have a water source? poor things! I would def call immdealitey so these poor animals do not die..keep us updated

I didn't say they don't have a water source. Just that I can't see it from the road. Their property goes way back where no one can see. I only see them when they come up to the pattock part.

When they are riding them on the road they pull them onto their neighbors property. But you can see the horses about to panic. One reared one time. I swear if that horse had hit my car Ida killed that man... I haven't saw them ridding since it got cold. But I can still see their hip bones. Thats what worries me the most. Maybe they just have not wormed them.

Are you pretty accurate at assigning body scores? If so, where would you put them? Really unless they are pretty well below a 4, there's not much use in contacting the authorities if that's the only problem. Now if there's issues with their hooves as well, then you might have something to go on.

No I'm not Dawn. I figured if I called they might not do anything though. Since we've called before for a worse case and they did nothing. Here they'd rather see a starving horse die than rescue it. cuz it would just go to the killer anyway. They have no room at the shelter for large animals.

I know the paint is worse than the bay. The bay I wouldn't call on. He may just be a bit wormy. The paint however, His hips are sticking out about 4 inches.Thats a rough guess.

They would do a drive by first. If they saw a need for more, they would then go up and have a chat.

it takes time if they were emaciated when they first got them. It may just be that. There are some horses that you can fatten their sides, but always see that dang hip bone. They look great other wise. What do the ribs look like? The spine?
