What's best to work on?

My new 6 yr. old paint mare, Shy was barrel-raced by her previous owner. She has also been on the drill team at rodeos. Other than that, I can't find that she's done much besides maybe some trails. I'm planning on using her for trails myself, but want to work on her with leg yields, etc. She doesn't neck rein and likes a very light contact. In fact, she doesn't like a bit at all. I've tried snaffles and she doesn't like those. She does well in a low port kimberwick and I'm thinking about trying her in a hackamore just to see how she likes it. Anyway, she's very patient and tries to please but isn't "refined" in any way. Should I just really be focusing on lots of circles at the walk, then eventually trot, then even later canter? I would like to teach her to neck rein and work off of my legs, but I'm not sure where to begin or what type of order I should do things in. Any advice is greatly appreciated! Thanks! BTW, I rode Adaan English and plan to ride Shy western if that helps!

If she has been barrel raced, are you positive that she doesn't work off leg? She should also be a pro at circle work. If she truly doesn't work off leg then you obviously will need to start out slow and move your way up through the gaits.
If she has a real sensitive mouth, she may be much better in a hackamore so try one out and see how it goes.
