what size saddle do i need

my pony is a welsh cob she is around 12hh at the moment and will grow to aroung 13hh what size saddle will i need to get for her?

Are you sure she is a welsh cob? Welsh cobs do not come as small as that.
You need to get a saddle that fits, not only her, but you as well.
Are you wanting an english or a western saddle?

i was looking at a stock or all purpose and when i brought her they told me she was a welsh cob pony

The saddle must fit you - the size is decided by looking at how much length you have from your hip to your knee, and not the size of your bottom.
The saddle should also then be professionally fitted to your pony, making sure that the back of the saddle never comes to rest further back than the last set of ribs, otherwise you will put pressure on the internal organs and cause discomfort.
Judging by what you say, I probably wouldn't go larger than a 15 inch, but I can not stress enough that you really do need to have it professionally fitted by someone who knows what they're doing.

How old is she? I would wait until she is done growing to purchase the saddle you will use for her... to make sure it will fit properly.

By stock and all purpose are you meaning like an austrailian stock saddle? Or a english all purpose?
