"Scoop" doesn't define the amount (weight wise) which is how pellets and hay and feed should be measured by.

Was he only being fed a single scoop AM&PM as his primary meal or was this ontop of a hay ration?

If this is ontop of hay and he's not being fed the amount he NEEDS then certainly even added pellets aren't going to ADD weight they're simply going to help add to what he needs for the day of caloric and protein intake but the added pellets aren't going to EXCEED necessary amounts to help gain weight (I hope that makes sense)

In order for a horse to gain weight he MUST be fed the necessary (lbs by % of body weight) per feeding/per day AND extra.

Even if your horse is given let's say Farnam's Weight Builder but is not being given the proper amount of forage daily, he's not going to gain weight.

Thank you for the information AllAround, he is now on a free-choice round bale, but that isn't great quality hay. I am not exactly sure how much a scoop weighs, but he was getting AM&PM. Or so the lady said. Ugh....but that's a different story.. But yes, we are going for a barn tour Sunday an dhopefull my horse will start getting fed regularly.
