I mean...what is the training purpose of this?

why would you ever do that?

they broke my horse by "tying down" or some weird method
and it screwed her up forever

what idiots!

My farrier used something similar on my horse Shrek, although he did it with a very long thick white cotton rope. Although I could see the use for it if a horse was being very very dangerously bad, and the farrier needed to do it for his safety, Shrek was far from being bad. He was a young gelding getting his first set of shoes and was getting impatient with the amount of time it was taking for the farrier to put the shoes on (2 hrs). Needless to say it was the last time I used that farrier.

Maybe to train it to pick up its legs? Or not to kick? Or not to kick while someone is holding its leg (obviously a person is not strong enough to hold a kicking horse's leg, and if this horse is a dangerous kicker, It would make sense.)

The 3rd idea of mine is the only one that would make sense to do to me.
