You need to cut the sweet feed all together. Replace it with either a fat source (I realize you're already using BOSS, but you can increase that as well) and/or a forage source.

Still not sure of what type of hay you're using. That will play into it partially, As well as how long they've been on this diet.

With this horses, I would personally aim for (assuming that they're on one of several types of grass hay) something like 5 lbs of beet pulp, 5 lbs of alfalfa pellets, 2 lbs of Gro n'win, and 2 lbs of BOSS (since that's the fat source you're currently using).

Dawn chances are it is just plain ole orchard grass or fescue hay that is most common in THIS area he is only about an hour and half from me
alfalfa is hard to come by this past year

I would get rid of the sweet feed completely and add in beet pulp, rice bran or so alfalfa cubes ...

When maesuring beet pulf how much dry = wet ?? if you know what I mean

All feed should be measured dry as water doesn't contribute to the actual 'feed' value.
