Is that you in them?

I'll say they look better tall than too short, but do they hit you in the back of the leg when you try to bend your knee? That will hurt after awhile, and limit your movement in them.

Well, if you have the option to borrow them, try them awhile and see.

They will sink down a little with a good 'heel's down'. But if they are really long or aren't comfortable to wear, they'll interfere and they won't be a good deal for you.

Tall boots when fully broken in should 'drop' in the back roughly 2" if they've already dropped this amount ad are still chafing the back of your knee, they're too tall.

If they're totally broken in already, and they've dropped, and you can't comfortably bend your knee, then yes, they're too tall.
If you can't return them, I'd try soaking them in water, and then wearing till they dry out. It could help bend the back of the leather, so it fits better.
You can also go to most tack stores, and they'll have heel raiser type things. It's for people to wear before boots drop to keep the leather from digging in behind the knee.
And you could always go to a shoe place and have them cut the leather back a bit, so you can bend comfortable. (Or do it yourself.)
