Lol, the headset comes from going forward! As soon as you teach him to go forward, and hold the outside rein, he'll get in the correct headset!
Worked with my mare anyway...
Our trainer made us trot, and we were going as fast as her short little legs could carry us, and she dropped and ducked her head for me. It was fun...
Don't worry about headset for now.
Although going long and low, like you mentioned, would be a very good iea. My horse can get on the bit with her head up, with it stretched out a bit, with it lower, and can roll peanuts. Most people don't let their horse ever drop it's head, but it's actually really good for them.

I think that sounds like a wonderful idea. Who knows he probably will be doing tons better in a matter of a few weeks.

I had to do that with Skip for awhile last season, and it helped us tons.

You may need to work in a more creative way with your horse.
You have to find what works the best for him & you.
Ask for forward, downward movements & allow the horse to search for the bit.
Gives short & long checks... when the horse find the contact, request him to collect, slowing it's movement & holding the correct head position.
Much later, you're going to increase the forward motions & repeat everything in the same matter.
You must time this perfectly & release all pressure when the headset, frame is correct. When the horse falls out of the correct headset, frame you will need to repeat everything again, but don't drill, drill & drill.
The horse only need to become familar to what you expect from him, and I wouldn't recommend having the horse to collect, holding the head set & frame for long periods of time.
For this is very hard work in the beginning.
The horse should slowly be introduce & worked into this form of carriage.
