It depends on the breed. A very strong Shetland pony would only be able to carry like, 65 pounds MAX. Where as a Shire could probably carry 3 to 400 pounds. A well exercised horse can carry more than an out of shape horse, but it depends much more on how large or small the horse is bone/muscle wise.

Tobey is strong. He's a morgan/quarter horse. I read a book about morgans, and it said that they were the strongest pullers and have great endurance, so I think Morgans are one of the strongest breeds

To me the strongest breeds are draft horses.

I don't know, but as a general rule, as long as the person riding is very balanced, and sits lightly (when posting, etc), then a horse can carry 1/4 of it's body weight, meaning a 800lb horse (small!) could carry 200lbs (but you've got to include the saddle, etc.)... hope this helps.

There are different types of strong.....there are horses that can carry more weight then others, there are horses that can pull more weight then others...then there are horses that smell (badly) stronger then others.
