Okay I found something that explains it's purpose:

The Elevator bit combines the action of a gag and a snaffle, working on the lips as well as the bars of your horses mouth. Excellent for bitting up a horse and setting his head.

You would think if you pulled back on the reins the bit would pop the headstall right off the horses head.
