As you pull to the right, but the left rein on her neck and pull.
Same with the left, as you go to the left, put the right rein on her neck and give pressure.

Make sure you aren't touching the bit with the opposite rein.

Left turn.... Pull to the left with your left hand, take your right hand FORWARD and lay your rein, with your hand almost on the mane (but dont touch with your hand) and just guide yoru horse over.

Opposite with the right turn.

Which bit are you using to teach her? That can make a difference as well...

Ok This is it! I found it in my tack, I decided to try it! It used to belong to my qh mare but then we changed her to a hackamore! I still have the snaffle/hackamore in my tack.

I also lay the reins like everyone else said, but I also give a little tap with my foot in the direction I want to go. Now Amadeus will turn with just the little tap. Takes a little time and patience, but it's worth it. Best wishes.

Adding leg cues help too.

As for the bit, take it down to the lower part, as it will act like a western curb in that position more than the upper position.

Though I suggest getting an acutal western shanked bit for this....
