For 4-H rules vary from state to state, check your rule book. In PA it is legal to have the chain over the nose, but I agree, it doesn't give the best impression. My daughter showed my Paint filly in showmanship classes this year, and I did put the chain over her nose, but looped around the noseband once. She was lipchained and tied as a yearling by an incompetant farrier (before I got her), and has issues about the chain that we are overcoming. She is young and excitable, so I like having the chain there if its needed, but gets upset because she is still sensitive about it. Looping it through the noseband keeps it from having alot of bite. They did place well, but also these were smaller local shows. Next year they'll be able to use the chain under the chin, and hopefull soon not at all.
