what are the chances of the horse trying to get it off by rubbing their tails?

vet wrap probably wouldn't last as long as a tail wrap or a sheet as it is only made for temporary holding and usually has another force holding it together.

The gelding i have recently purchased has the most lovely thick and long tail. He never gets it brushed or shampoo/conditioned, it is simply left.
I think if you were to condition the horses tail really well, so that it won't easily knot. Try not to brush the tail too much, as this breaks off the hairs, making the tail appear thinner. Instead i would rub some leave-in condition into your hands, and run your fingers through his/her tail.

To answer a couple of the questions:

I have never had a problem with horses rubbing their tail using this method. Since it doesn't actually knot into the tail, it doesn't pull on it so it's not irritating.

I wouldn't use vet wrap. Vet wrap isn't as durable as a sheet, and if moisture gets into the tail, the vet wrap won't let it dry, leading to other problems. Besides, a cheap twin sheet at Wal-mart costs the same as vet wrap, but you can get three or four sets of sheets out of a twin sheet and you'd probably end up having to use a couple rolls of vet wrap to do one tail.
