I always thought so, one small problem he is homozygous, so judging by the theory outlined he can't be sabino right?

I have it on authority from UC Davis directly that the theory outlined is incorrect. A horse absolutely can be homozygous tobi and still have sabino... even be homozygous sabino for that matter.

Homozygous sabino ok, but yet no way of testing it? but am I right in assuming that sabino can be minimally expressed? By as little as a white sock? a star etc?

Only one version of sabino can be tested for at present, and there are MANY versions. UC Davis is working on it. Yes, it can be as minimally expressed as just a few white hairs in the flank or a tiny star or coronet.
