What's it mean?
How can you increse your Rep Power?
What's the highest it can reach?

I think I may know some of the answers, just want a positive.

I think how many pos reps you have plays into it and maybe how long you have been a member..

Your reputation power is the amount of point you are able to give/take away from someone else when you give them a positive or negative rep. You can check that on the homepage of your User CP, btw. You increase your rep power by receiving more good reputation! For every 120 days you're a member, you get an additional point of power (so each click is then worth two points, for example). For every 250 posts you make, you get an additional point of power. For every 300 Reputation points you receive from other members, you get an additional point of power.

I'm not sure that anyone (maybe ADMIN) knows the rep capacity, but I think Tim said it was really high and no one is close. Maybe a Mod can you give an estimate though.
