What type of boots are you looking for? Usually they are based on general weight, height or actual measurements. It depends on the type boots you want

None are absolutely necessary IMO But if you do want them splint and bell boots are usually measured in small, medium and large. Most horse take mediums, larger horses and smaller horses would need a size up/down. For rear boots you usually have to go up one size
