They can not register the foals unless the owner of the stallion has the mare on his breeding report. The owner can go back and amend his report if a mare was exposed to his stallion and he was the only stallion the mare was exposed to. You can not register a foal just by claiming a particular stallion was the sire. The sire's owner or previously documented agent has to sign off on this.
