There's no real way that you can determine who kicks who. Roxi is establishing her place amongst the herd, which sounds like alpha mare. the only way to keep luna from being kicked is to separate them. She will learn her place in the herd and know when a good butt whoopin is comong so she can skeedaddle quickly.
