Not sure if this is neglect...

We have some neighbors down the road that have a really old house right by the road. They don't live in it, they live like an hour away. They have like 30+ horses on maybe 10-15 acres. The horses all have a body condition of maybe 2-3 on the 1-9 scale. These people breed their horses. None of them are probably registered and they all have awful conformation. They are pretty much a puppy mill for horses. They dont sell them. They recently rigged up the fence to where the horses cant get close to the road (I guess so no one will see the horses and how bad they look) Right now they have a really nice mare that someone gave them and her foal in a tiny fenced in area with no grass, old moldy hay and no feed. The foal and the momma are SUPER thin. How do I go about reporting these people??

Call your local animal control people. If you can't find that number then call the police and ask them for the AC number or to go look at it themselves.

Ok.. I hate to say this but I'm not sure anything will even happen if I do. There are so many horses like that around here and I have never heard or seen any taken.

its worth a try though... an old man owned a few horses around where i live and my moms friend called the police, the guy said they were his daughters and animal control didnt do anything to him... the guy ended up offereing them for free... if i had the money to care for them i would have snatched them up...

but like i said it may be worth a try to call animal control... good luck!

I have been reporting the same poeple for months to the HS and And Animal Control. Each time they come out, they pronounce the horses in "okay condition."
This last time, however, they found a dead puppy, the bull tied and tangled so badly he couldn't reach water, and two mares so skinny (foals by their sides) they immediately called a vet.

They did tell me however, unless the horses are in "imminent danger of dying" they cannot seize them. They can keep fining, and each time I report them, it is considered a separate infraction. The more they get (infractions and fines) the better the case.

Even the investigators are sick of these morons, and urge me to keep an eye open for them stopping the feeding - which they do each time after the cops leave. The officers told me they'd be back next week, and came twice this week.

I then took a picture of a truly starved horse down the road, sent them a complaint with the email, and KNOW they will go out.

But this was the sickest case I've ever seen. And having had a rescue ranch, I've just about seen it all.

That's so sad and frustrating. Give Animal Control a call or your local Sheriff's department. Hope it works out

These people are breeding these horses for the fun of it. None of the horses are tame, they don't get messed with at all. What good does that do for the horses. They never see a vet or farrier. Its aggrivating but I know nothing will be done. I'm definately going to try though, I think I have figured out a good way of going about it too.
