NO to Bill #311

Just heard about a bill trying to be passed #311. You might do your searching on it on your own.....however, the best that I can get out of it....if you are hauling horses, they have the right to stop you and if any of the horses are "sore" the horse can be seized. I believe that this came about over the issue of slaughter horses being transported in poor condition and in inadequate transportation circumstances...however, the way the bill is worded....ANY horse that is transported that is "sore".
Just a thought.....how many of us have taken a horse to the vet that is "sore"?????(that's why we are going to the vet!) Have you ever been at an event and your horse turns lame so you load up and head for home for rest & a much needed vet call? What about horses that are being rescued by good people to be nursed back to health????? The way this bill is worded....it could lead to some bad issues for people trying to do the right thing. I'm gonna have to do some more research to really truely understand how it ALL reads. Something to think about. If anyone has more info on this or ANY of this is incorrect.....please let me know....I/we need to know more!!!!!

To get to a actual Equine vet it takes about 5 hours plus we have to pass the Ontario/Manitoba Boarder so if that is happining in Canada that could not be to good!

My question: How exactly do they define 'SORE'? To the T.
If it's not exact and precise, this could cause sooo many problems. Sore can be anything from "My horse reared and fell in the pasture before we trailered her, so she might be a bit sore..." to "We think my horse just shattered his leg!"
Unreasonable seizures abound...

Exactly.....from what I have read so far.......sore is NOT defined.....which could leave it WIDE open. If you guys "google" #311 and do a bit of searching it has some more info.....REAL SCARY on what this could bring. Another thought....how knowledgable are the people who are going to be given the authority to start the seizure part? This authority could be given to some who have now knowledge of horses etc..... someone who thinks they know more than they do.

This is an amendment to the Horse Protection Act. SORE is defined as:

Sore when used to describe a horse
means:
(1) An irritating or blistering agent
has been applied, internally or externally
by a person to any limb of a
horse,
(2) Any burn, cut, or laceration has
been inflicted by a person on any limb
of a horse,
(3) Any tack, nail, screw, or chemical
agent has been injected by a person
into or used by a person on any limb of
a horse, or
(4) Any other substance or device has
been used by a person on any limb of a
horse or a person has engaged in a
practice involving a horse, and, as a result
of such application, infliction, injection,
use, or practice, such horse
suffers, or can reasonably be expected
to suffer, physical pain or distress, inflammation,
or lameness when walking,
trotting, or otherwise moving, except
that such term does not include
such an application, infliction, injection,
use, or practice in connection
with the therapeutic treatment of a
horse by or under the supervision of a
person licensed to practice veterinary
medicine in the State in which such
treatment was given.
