What is the skin like? Is it red/inflamed? Crusty? Or normal?

all my geldings have shed their hair around their eyes...they even have fly mask on, so maybe it is their way of keeping cooler

If there is no sign of skin irritation, it's probably nothing to be too concerned about.

I was going to suggest something called Anhidrosis but as the horse is not showing any other clinical signs and you have witnessed her sweating, Anhidrosis is ruled out.

If she develops any irritation or starts to lose hair elsewhere (especially face, ears, neck and chest), a call to your Vet might be a good idea.
