But frame doesn't cause leg white so that horse has other things going on and those other things would be the cause of the white over the topline according to JB's thoughts (from another thread).

Agreed with ACC. That horse isnt only frame, and that is what JB means. IF a horse has nothing going on besides frame it wont cross the topline.

Horse also looks like it coule be tobi, but I would be just fine saying splash frame and sabino.

I'm not saying this horse doesn't have Frame, but he's also OBVIOUSLY at least Splash and that is what is putting the white on the legs (frame does not put white on legs, I think everyone agrees on that) and white crossing the spine.

I wouldn't rule out Tobi either - the color on the chest and flank is something Tobi seems to like to try to keep, though its existence does not guarantee Tobi.

I agree with this, however I feel certain Haas wouldn't have used this horse unelss she knew it was tobi neg.

There are tons of overo only horsese that have color patterns like this horse and not tobiano, weather it has tobiano or not im guessing its a PMU no one would really know for sure, to me he looks to NOT have tobiano, but there are lots of examples of "overo" only patterns like this one that dont have tobiano. Crossing in front of withers is common for some overo patterns.
