Mini mane vent

Sorry gotta Vent... A friend of mine owns a farm & a real pretty chestnut Arabian mare, who I would really like to buy some day. Anyhow my friends field has a couple patches of burrs which naturally get into the manes/ tails. I don't mind taking showsheen and 20 mins and working the burrs out, esp since the mare's mane really needs to grow out. It's been hacked at previously with (gasp) Scissors. Last week I sorted out the mare's forelock, which once the burrs were out was over the mare's eyes. When I came back the next weekend- It's GONE! There's a topknot no bigger than a foal's forelock on top of the mare's head with a burr in it just to add insult to injury. My friend doesn't do this- it's a boarder, with an Arab, with a banged tail... and an evil pair of scissors.
So, anybody know how to make forelock grow? And what's the punishment for roaching an Arab out of sheer laziness? I don't know whether to or .

The boarder lopped off the forelock of someone else's horse. Totally. Has been known to bang tails above the hocks. No lie. On Arabs, no less.

That happened at the first barn I was at this summer (not to me or they'd have found me with a gun in my hands and them with a very painful backside). They brought the horse in, said it's hair was in his eyes, so they cut it straight across about 2 inches long. Looked horrible.

Man, I'd be having a serious issue NOT using them for a punching bag if ANYONE took scissors to my horse without my permission!!

My used-to-be-friend, Bethany, was using Red for awhile to ride (FOR FREE!) and one day I came walking into the barn and she was CHOPPING HIS MANE OFF! He had such a long, goregous mane and she just cut it about 4 inches long STRAIGHT ACROSS! I was so mad..she also cut his forelock straight across and he ended up looking like Mo from the three stooges ....I was extremeley upset, to say the least lol.

Oh- flashbacks- previous infractions have included Dutch Boy cuts of the mares forelock (shudder, wince)...

You're kidding me. Get this person kicked out of the barn, pronto. That is deffinitely grounds for eviction, isn't it?! You can't touch somebody else's horse like that w/o permission.

Nope, not kidding. The boarder owns one of the farm's "babies" and has been there for years. The poor victimized horse isn't showing, so this is like grooming gone reallyreally wrong. The boarder does chores 1/2 the time, and is generally benign. Luckily that's not the barn Rap's at; if someone did that to him, there'd be justifiable homicide. He has a long, thick mane & tail. Poor mare, tho...

That is absolutely disgusting. No one has the right to do that to someone elses horse without permission. Has there been any action taken against them??
