I don't think people realize what great companions Pet Rat's make, or how smart they are. They think, "Oh, it's just a rat, who cares if I neglect it and don't give it vet care." Well I'll have you know, you can be charged for that. When keeping a pet Rat, it's still a pet! Therefore if the SPCA or AC finds out you are still in trouble. Now onto Phoebe's story.
