My dads mare had the same thing but in about half of her mane and he used scope or listerine i cant remember and it went away i was so suprised i was like what are you doing. I wish you luck with it.

Yeah, I don't think it's dandruff either. Dandruff doesn't hurt.

Nope. It's not scabbing, and there's no sign of injury at all. Nada.
