Probably if you are planning on riding Arabs. Why not a flat 21" with adjustable bars? What did the measurements say you needed?

If you brother is smaller than you then you could keep it and take really good care of it so the quality of the leather gets higher. That way you maybe able to get $300 for it.

These are adjustable bars. They allow you to move the leathers back and forth for correct postioning of your leg.

I'd say $200 to $250 would be all you'd get on ebay or Tacktrader, and that may take a while. Saddle seat saddles like that are going for $200 at tack shops b/c adjustable bar ones can be had for $400 to $500 & up and that's pushed all the standard bar ones down in value even though they are perfectly usable. Also people have gotten taller in the past 10 years and most teens 15 or older are in 21" to 22" saddles now. Kids (and me, lol) ride 19" and 20". 19" and 20" are less in demand than they used to be. Or at least that's my recent experience.

Panels in saddle seat saddles are generally wool felt, or felt w/ a thin layer of foam rubber. Flocked or stuffed panels would be rare, and a custom job that somebody had specially done for some reason or other.
