First off, this is not something that is achieved quickly. It takes time, proper training AND conditioning for the horse to do this. If they do not have the muscle strength to do it, it doesn't matter if they want to or not, they won't be able to carry themselves.

You have to provide steady rein contact in your outside, provide effecitve half halts with your inside. Ride your horse from inside leg to outside rein. Provide more leg to move him forward into the bridle. He'll need to...

The problem with this and many other problems is; there isn't a perfect solution. Its not a black/white problem. Thats why instead of looking for absolute solutions, we need to look for suitable compromises...with the humane treatment of the animals being paramount.
