Is this kind of sort of abuse?

I don't know where to put this but its going here for lack of a better place.
I know this girl, we used to be friends in like gr 5 (actually she was the one who got me started riding) and she has this QH whos im gonna guess to be 18-20. He has heaves, and really really bad hooves, and something wrong with his eyes (I forget what it's called) And he lives in a feild by where I keep majic, and he was at the barn while they were on vacation, and I was SO SHOCKED to see the condition he was in! Like he wasnt completely emaciated(sp?) or anything, but it was bad! Like he has AWEFUL hooves, and I've been there when the farrier was doing his hooves and he was threathening to report this to the SPCA. He was lame too. And, he is fed BLACK hay (I drive by her house to get to the barn and I'm assuming that it's hay and they're feeding it to him, but I really can't be sure) And hearing him breathing is so aweful! He takes these horrible breaths like he's always out of breath and his whole body shakes. I know his previous owner was giving him something for it, but I asked his owner now if she was giving him anything (for his heaves or his eyes) and she said no. He is also FAT. like NO KIDDING fat . And the farrier said that he shouldn't be that way because of his hooves, and no horse should be that fat. I know she feeds him a lot of grain too. Sort of OT but once I saw her take her horse out of the feild (no halter/lead rope) and give him a bucket of grain and since it was cold she sat on the ground under him .
Anyways, is that abuse? I know a lot of people who frown when they see him and say that he shouldnt be like that, but no one has done anything. Also, she wants to be a vet when she grows up and her father is the consevation officer.

It's also OT, but what's wrong with sitting under your horse/s? I sit underneath my mare all the time and lean back against her front/back legs and my girl is just fine with it. There's nothing wrong with it if you trust and know your horse won't move (and also if you're a very fast mover - lol)

Whether he be fat or skinny, either you or the farrier should contact Animal Control. Maybe this friend of your's just needs a quick reminder from an officer on basic horse care.

I was thinking the same thing doublebarr.

To the OP- if you have any questions about his care and whether it is abuse or neglect, then call the AC out to have a look. It is better to be safe than sorry, and without knowing the full story and seeing pictures it is hard for us on here to really say what is going on

I"m not sure, but I think that she means that he is being neglected, and although he isn't skinny, he is in otherwise bad shape, with his feed/heaves/hooves etc.

ya, sorry hes fat lol. I meant that it wasn't like he was one of those really skinny horses that you hear most of the abuse stories are about. I'm pretty sure the hay was mouldy (which is technically okay if you soak it first, right? I've never fed it. ) Im sorry guys I didn't read the post over... I forgot I had to go to the dentist and didn't have time.
I just don't want to get in trouble or anything if I called the SPCA, and I heard that they don't do anything anyway unless its really serious.

I always thought it was dangerous. Around here almost everything is dangerous , and I got yelled at by the BO who just happened to be walking by for sitting on the grass near the picnic table about 5 feet away from the path where the horses walked out of the arena during a lesson because I might get stepped on. And all the horses there at the time were bombproof lazy lesson horses.
