From what you described, those conditions are pretty standard, when adopting a horse from a rescue facility. What people don't understand is, those conditions are for the benefit and protection of the horse, not the people who adopt it. If you can't handle the standards, don't adopt. Simple as that! There are plenty of horses needing help out there that haven't reached a rescue facility yet. They are crossing the borders everyday!
