Since everybody else has covered the growth aspect, I'd just suggest that if you have to pick out a bunch of burrs again, that a lot of baby oil can go a long way. I know of a mule that came in with basically a bat for a tail instead of a tail, so matted it was with burrs. With some patience and a lot of baby oil, we were able to pick out her tail until she had the real thing again and she didn't just have to have it chopped off or huge sections pulled out.

if you absolutely cannot keep yourself from brushing your horses tail, do so with a soft body brush. That wont rip hair out or cause split ends. It's actually good for the tail because the soft natural bristles of a soft body brush helps distribute oils.
