UPDATE:
I have spoken with AC a couple more times and they still have not gone out to see the horses. I am so upset, I wish I could find out who is above AC and do something that way. Can AC get into trouble for not taking the time to get up there? I really think that the AC officers in my county and the county next to me need to be replaced by someone that cares about the animals and knows what they are doing!

Contact the press. That is honestly (ime) the only way to possibly motivate AC to do anything if they don't think it's in their sweet little agenda.

Would I just send the news paper an e-mail or the TV news something? I have never done this before and have no clue what to do???

I would give them a call (tv or newspaper). First I'd find out how much info they're going to need in order to run a spotlight on it. What you're wanting them to do is just a little spotlight on the AC's unwillingness to look into a situation where animal's lives are in danger. You don't want to be giving out the details just yet (of who and where). If the press can spin a bad enough light on it, usually they'll go ahead and do something about it.

You're welcome. It's really aggrivating that they went out there the one time, couldn't see the horses, now they can't be bothered to go back.

grr i cant believe that...every single day that passes without care or help (if they are really being neglected) is crucial! i hopp the AC gets out there soon and i hope the media idea works...the AC should be alot more motivated to get out there and see whats going on
