BOSS, Flax and Rice Bran have all contributed to my horses glossy coats.
Im sure if I groomed them more, their coats would be even shinnier...

Feed a can of black sunflower seeds everyday and lots of grooming and baby oil.

Proper feeding and grooming, grooming, and more grooming! Really, it isn't that much grooming. Just a normal, healthy grooming routine

Lots and lots of grooming, and if you still dont have the result you want, our barn used Flax and it worked wonders on the horses that got it. Flax also works good to stop a black horse from fading brown in the summer.
I dont give Flax to my mare, because we dont have enough money to pay extra per month to have it given to her. Shes quite shiny most of the time, but thats because I really brush for long periods of time to get all the dust out.

Added: My cousin adds veg. oil in her tb geldings feed and his coat, mane and tail are all very shiny. So you could try that too.
