horse won't stand still for mounting/once mounted!

I really like my new guy but he has gotten worse with the only real prob he has. He will stand perfectly still untied to be tacked up but the minute I go to put my foot in the stirrup he starts to back up or move sideways and if I try to use a mounting block he does it even faster(as soon as you set the block down).

Once I get on him he wants to move around even though I ask him to stand and it takes 2 or 3+ tries before he will. I took him down the lane with a 20 y/0 Arab who is a high strung endurance horse and it was awful. Shah would not stay out of his back side, he kept trying to either get beside him or pass him and seemed very aggitated riding with him.

The more the other horse acted up the worse our ride was.On the way home the other one started hollering and mine decided he'd rather go home at a trot rather than walk. I had to ask 3 times for him to walk(usually once) then when I stopped him to keep him from running into the one in front who was having a fit he was really annoyed.

He started swinging his head, backing, and stomping his front feet(together once) like a kid having a fit! We sat still for a few mins and continued home which was of course uneventful. Does anyone have any suggestions on why he acted up so much with the other horse and what I can do to make it better next time. Also why would he start moving more while mounting/once mounted and what are some good training tips for fixing that?

Seeing this out of him made me really nervous because I got him for a trail horse and on our first trail ride he rode behind a different horse and with this 20 y/o behind him and the longer we rode the more he wanted to nudge the front horse(literally) and speed up. Am I making too big of a deal out of it? Could he possibly just not like following? Geez, I'm frustrated and I really like him LOL Sorry so long but you all have been great and your advice has been wonderful so far!

well you should get some help when mounting. Get a friend to hold him at the mounting block and keep reassuring him that it's ok. When you finally do get on make sure you reward him. Then when you get off walk him up to the mounting block(while your still on him) and get off on the mounting block. This will make him less afraid. If he won't go near it get a friend to get on a horse. Have your friend on the horse walk up to the mounting block ad get off. Kinda like an example for your horse.
