Exclamation Horse needs help!

Okay, this 15 yr. old girl emailed me. She said she has a 14.5hh (15 hh???) gelding. She is asking 700. But I really think she would go lower. She said she has a few other people looking at him. But I HIGHLY doubt that. She said she uses him for barrels, but could really do anything. She finally sent me pictures. And THIS is what I saw.

I was SHOCKED! I don't know what to do. Should I call animal control? Should I email her saying he is WAY to skinny, and I'm concerned for his well being!? If anyone has the time and money to rescue him, PM me, and I'll send you all the emails she sent me, and her contact info. She is located in Virginia. Please help!!!! I don't know what to do!

Im in colorado so I dont think I will be much help.

Maybe try and contact her and see if maybe she has some reason the horse is like that. (not likely) If she is unreceptive to some help then think about reporting her.

Local animal control if there's one that deals with horses. If not then the sheriff's dept but I hate to say it, that horse doesn't look 'bad enough' in most states for anyone to do anything about it unless you have some really wonderfully trained officers or rescues who can step in. Here in KY/TN they have to be knocking on death's door and usually one or more dead horses there as well to get anyone to do anything. Never hurts to give it a try though.

Wow, Thats just horrible. Thankfully I think some might rescue him! I'll just have to convince her to give him away... Anyways. Here's her reasoning behind why he's so skinny.
Yes he is very skinny.!Um well the reason why he is so skinny s because his first owners NEVER took care of him.I wish i still had a pic of what he use to look like.He was at least 200pounds under weight then.Anyways his first owners keep him stall kept his whole life sence he was 4.They never feed him,never let him go out in the field and run,play around.When horses are fillies and colts,they need the grass for nutriance so they gain weight.He never got that so it is going to take him some time to gain weight.But ssence hes been with me he has gained alot of weight on.!! He looks alot better now then what he use to look like trust me.Um probably not.If my sister comes to the horseshow then yea i will take him but if she doesnt which shes probably not going to come than i am not taking him.I am taking my other 2 horses.Its HIghLand County horseshow.its the 29th.I go there to do speed events and at least 1 western pleasure,But there is usually english pleasure there to.

Second, I CAN'T BELIVE YOU HAVE THE NERVE TO TELL ME YOUR NOT GOING TO GIVE HIM AWAY TO A GOOD HOME! NO, I KNOW ITS NOT BECAUSE " HE'S TOO NICE OF A HORSE"!!!!!!
