Question Horse Moving From Pressure

I'm training my mare to move off of my leg pressure, and well it's not going so well. She doesn't quite 'get it', she will move forward no matter how much of a 'block' i put up, she is VERY stubborn. I have tried putting her up against the fence and she only gets frustrated and tries to run through it. I want to work on moving her away from pressure on the ground, but she doesn't really do that well, either; even with a whip. Any tips/ advice? Thanks!!!!

Why do you expect her to get it under saddle if she isn't clear with groundwork?

Go back to the ground work. Explain in more detail what happens there.
