The only dressing I use is Tuff Stuff, which is about $18 a bottle(small) and it does seal in moisture and strenthens the outside somewhat. But most topicals are a waste of money.

You could perhaps try a feed supplement like "farriers formula" rather than a topical dressing

Hoof dressings and what studies show:
5 Tips: Proper Hoof Care
1. A proper diet and hoof care program are the most important weapons against hoof problems.
2. *Hoof dressings dont seem to have much of an effect on good-quality feet, but can further damage poor feet.
3. Poor conditions, muddy, dirty living conditions with lots of feces and urine can further damage poor feet.
4. Hoof wall achieves maximal fracture toughness when relative hydration stays at approximately 70-75% moisture.
5. Hoof dressings with drying agents such as formalin decrease elasticity of the hoof wall, causing it to be more brittle.
"Consult your farrier or veterinarian if you are concerned about your horses hoof health. Usually if horses have the kind of foot that appears to need hoof dressing, something else is going on."
"For cracked, weak, shelly, or crumbly feet try feeding a supplement that contains the following ingredients":
"Biotin, methionine, zinc, fatty acids, and sometimes fulfur(excess sulfur blocks the production of collagen, the exact opposite of what you are hoping to achieve)".
"A study done with Farriers Formula used on horses which suffered from a variety of hoof problems improved when Farriers Formula was added to their diet."
"If you decide to feed a hoof supplement, be prepared to persevere for at least six months. It will take that long to notice any improvement. After a year if you dont see any difference, it might be that your horse is not going to respond to the product".
