I think your horse could use some weight, and some work in his topline, get some muscle on either side of that spine and I think you would see a difference.

Your horse could definitley benefit from putting on some weight..he's looking a little small. Fred has really high withers, you just need to find a saddle that will fit, without rubbing. After he has put on some weight, check the saddle to see how it is fitting, if there is rubbing, look for a pad to help it.

He looks like he's in good enough weight to start being lightly ridden. Make sure the saddle is wide enough, and pad it appropriately to deal with the withers. Don't make the mistake of using a saddle that is narrow enough to produce wither clearance, but is so narrow that it prohibits any topline development or worse, causes pain. Some muscling will come with continued proper nutrition, but proper exercise is really the only thing that will add muscling like you're looking for. I think you'll find that once he has the right weight and muscling, you won't consider his withers to be anything special.

Work on his topline by getting him to lower his head when you ride him. Once he gains some weight and gets a topline, it will be a lot better. I think he is ok for light riding, but like JBandRio said, make sure your saddle fits right and that you use enough padding

Looks like a TB back.. I would start lunging with long reins on .. low and loose to help him work his back muscles. Really incourage him to stretch down through his back.

I also think that your horse definitely needs to put on weight. You can almost see his hip bones.
You need to find a saddle with a high pommel that will fit him just right, without rubbing as that could cause him a lot of pain. If you can't find one, look for a pad that will help (I'm sure people will know what you're talking about at any tack store.)
