Assuming the test was accurate, what they say is true. Being homozygous for Agouti means he will always pass it on, and by default that modifies a black horse into bay (or brown). So no, he can never produce a black horse. However, if he's a cremello, then he can't produce black by default (just like he cannot produce a bay or a chestnut). What they REALLY mean is that he cannot produce a smokey black - a black horse with one dilute gene.
