Is the stud a cremello or perlino?

Yes, that is a 100% guarantee. Since he is homozygous for agouti, the gene that turns a black horse bay, he will always pass on a bay gene. Bay is dominant to black, so he will never sire a black foal . A cremello will always pass on a dilute gene, which means you'll always get a palomino, buckskin, etc. So as long as you're breeding a chestnut or bay or black mare to this cremello, 100% of the time will you get a pali or a buckskin.

Assuming the test was accurate, what they say is true. Being homozygous for Agouti means he will always pass it on, and by default that modifies a black horse into bay (or brown). So no, he can never produce a black horse.

However, if he's a cremello, then he can't produce black by default (just like he cannot produce a bay or a chestnut). What they REALLY mean is that he cannot produce a smokey black - a black horse with one dilute gene.
