Very good point by iridehorses.
You have to look into the behavior, understanding how the horse view you.
Everyone is a suspect to this horse.

Some horses will only allow their handlers.
They are the ones, the horse feels most comfortable with.
Your horse know of the real offenders & horses never lie.
She shouldn't be viewing you in this matter.
She maybe confuse & feeding off of your concerns about this issue, so stop feeling sorry for her, don't treat her as some nut case.
Do whatever it takes to correct this behavior, thats the bottom line.
I would suggest restarting, going back to the basic training, taking each phase one step at a time, completing & leaving no stone unturn.
This should help the horse, making it clear who she can trust.

Your horse only needs to clear the confusion, discovering your intentions & thats all.
