this is what my horse did with me when I first got him. the lady we bought him from rode him with a very loose rein, so when I started wanting him to collect and go into a frame, he would shake and fuss his head.. i would try and give and take and make things more comfortable, but nothing worked. then my instructor told me to get more firm, and take a constant hold with the reins, with my elbows at my sides, not allowing him to pull, and push him up into the bit with my legs. he had a few hissy fits because he didnt like to be worked this way, but after a couple times, it worked, and he hasn't done it since!
