It would work better with a wide saddle..but if would be better if you had a normal tree saddle but with a half pad and wide tree it should work fine ...

Half pads aren't used to make an improperly sized saddle fit. Same with adding multiple layers of pads.

In all honesty the best thing you can do is buy a saddle with a changable gullet so it can be used on both horses and fit properly

If the overall shape of the saddle - it banana-shaped for a curved back, flat for a flat back, etc - is correct for the horse, then as long as you're talking about a wide tree or even xwide on a regular-width horse, then yes, most likely, a good quality half pad can be used IF you're talking about something that has substance, not just a fleece half-pad.

No, never, you cannot pad a too-narrow saddle to fit.

Some pads can be used to help minor fit issues (with a larger saddle and smaller horse), but never major ones. Maybe you should think about getting a new saddle?
Never compromise when it comes to your horses' back.

Also, you can't alter a too narrow saddle.
