Here is a cheap way to take care of the tail and help it to grow.
-buy cheap shampoo and conditioner
-wash and condition
-finger comb through tail instead of brushing, will break less hairs this way
-air dry
-braid (leave about 6+ inches of the hair on tail bone hanging free to keep the weight and tension of the braid from breaking those hairs)
-put in tail bag

Take tail down every other week and get rid of tangles. If possible weather wise, wash tail.
