FINALLY getting a round pen...question

so iv finally nailed away at my dad to get a round pen...at my own expence and if i build it myself (with his onlooking help of course).

My question is, its going to be 18m Diameter, made from pine posts and rails.

Does it matter how HIGH it is? Billy is definatly no bucking bronco, so it will mainly be used for some liberty work and warm up, im estimating it will be about 1.5m high...what do ya think?

We had a round pen that was five feet tall. I would have thought that it would have been sufficient, but......
One day I was free lunging a 1 1/2 year old, when I saw a him looking at the top rail. I thought uh oh... sure enough, he trotted across the pen and jumped out. That ******'s sale price went way up!! LOL!
The new pen is larger and 8 feet tall. No one has jumped out since.

WOW! That word is censored? whoda thunk!

I would MAYBE go a bit higher, just because you may not know about horses you work with in the future, and if you CAN you might aswell. But since you are building from scratch and yourself, I would calculate the costs and go from there, seeing if it were possible to go a bit higher. My roundpen is about 2m high, I believe. BUT they are panels that I bought and that was the standard size.
