Hey the 'spook' could be a halloween theme!
My boyfriends dad rescued two horses and one is VERY easily spooked and he overreacts in a dangerous way. They have done the plastic bag thing, he even tied some to the horses halter. I have done the rope slinging things. And then with my own horses pretty much anything that makes them perk up and snort I will start doing a lot until they ignore it. And of course wave all sorts of things over my head like a crazy nut. As for anything my filly is afraid of that I want to put on her, I let her sniff it then rub it on her face then chest then legs then work my way back. That is about all the advice I can think of at the moment.

Here's a picture of Sienna when she was training in 'despooking'. It was a sound issue more than anything else, so I acted accordingly.

Let's see, if I can think of everything on her in the picture...

Plastic bag tied by the end of a lunge whip and draped over her neck.

LOL I LOVE it!!! Excellent job. I gotta remember that and get some stuff gathered together to do all at once. I've been doing it all one at a time.
