Maybe the rear horse is 'barn sour' and doesn't want to leave, so they're using the cart to make him go where they want???? I don't know...and all the funny answers are taken!! *L*

Did the horse have a problem with rearing so you tied it to were her head couldn't go up or her feet can't come up from the ground? Maybe she had bolting issues when tied and you are teaching her to accept being tied.

I honestly don't have a clue but I know you wouldn't be cruel and there is a method to your madness.
