My mom used Healthy HairCare Hair Moisturizer when her pony had dandruff, but it was on his coat. It works pretty well. Have you tried MTG? It smells but it works.

Try a good tea-tree shampoo and follow up with a good conditioner (I'd go w/a wash out conditioner, then follow up with healthy hair cair moisturizer).

I use Head and Shoulders for dandruff on Sammy's tail, it always seems to work fine.

I agree with the Tea-tree shampoo and a conditioner. I use a tea-tree shampoo on my horse and it works really well. Also, try hot oiling the tail
