As BW said, bay and black won't work at all - no creme gene there to give you buckskin.

Smokey black has a slim chance of working - 50/50 on the creme being passed, and then it totally depends on whether he is homozygous black or not, and if your mare carries 0, 1, or 2 copies of Bay. If he is hetero black, you have a 50/50 chance of a red based horse. If your mare carries 0 bay, you can't get buckskin. If she has 1 bay, 50/50 that she passes it, but whether you get bay, red, black, buckskin, palomino, or smokey black depends on the factors already mentioned.

Buckskin is the best choice of those you listed, since there is 50/50 that creme will be passed, at least 50/50 that black will be passed, and at least 50/50 that bay will be passed.

This is the stallion you want:
RFF Starbuck

Perlino, homozygous black, homozygous bay. Put to your chestnut mare it guarantees a buckskin foal. Additionally, there is a 50/50 chance of the foal also being dun, as Starbuck is also a dun.

Hmmm, does that make him a Dunerlino?

And, while he is conformationally built a little downhill, he presents in quite an uphill manner.

If you put her to a cremello your garanteed a palomino and possibly a palomino paint foal. Im not too sure on how you would go about getting a buckskin though, If she were a bay mare you would have a better chance.

thanks guys!!! great stud JB and Rio! i don't mind if the stud or the baby is downhill since i ride western and that is favorable for some events anyway (ie cutting, etc.)... glad i posted this...i was going to breed her to a bay!!!!!(that would have been a mistake) thanks again

This is exactly why I never own Colored horses! So many of them are born as a result of a color experiment. There is complete disregard for conformation, trainability, and potential use. Decide what you want the horse to do, find a stallion that produces foals with those qualities, and if he is the color you are looking for, then that is great. But if not, remember that you can't ride the color without the horse.

I agree. And if you're so bent on a buckskin, go find a buckskin who does what you want- tada! I horse with the ability and the color, and no gambling on genetics!

Your best chance would be to find a perlino that is also homozygous black- like the one JBandRio posted. If you cannot find one that you like, next thing I'd do is find a buckskin who is homozygous black. Anything you find with a cream gene, try to get it homozygous black- then you are at least garunteed a black based foal--then you just have to play with the chances of agouti and cream.
And as stated by the others, don't base your decision soley on color. Take into account all other aspects of the horse.
