Ive actually been using a lil spray bottle of SSS & water I had to get out the few burrs that Raps picks up. Its working reasonably well, maybe since hes clean & the burrs are few & dispatched Promptly. It also seems to be cumulative- the more I use/ do it, the easier it gets. Got a bunch out of the ponies tail, & that was pretty bad.

Wow reading this thread helped me get more ideas cause we get a lot of burrs around here, my horses always have them.

I wasn't sure if this was recommended yet. But I use a cheap hair conditioner like Suave and that really does a good job.

my horse gets burrs too when he is outside. i have this spray that gets tangles out of the mane and tail and it works really well on burrs. its in a white spray bottle called Mane and Tail.

try braiding the forelock, it will make it easier to get the burrs out because they will be right on top.

i think I heard WD-40 helps get them out, could be my imagination. but if you keep the forlock lubricated(conditioner) that should help keep it burr free or at least easier to get ehm out!!
