What kind of papers are you asking about?
A Bill of Sale? Those can be easily faked.
Registration papers?
If so no one has to turn over registration papers when they sell a horse if that horse is registered.

I know of no such law and doubt there will ever be one.
How would you enforce it?
How would you prove is the horse being sold was or was not registered and with who?
People bringing a horse to the sale don't want to wait to sale the horse..that is why people bring horse to such a sale...a quick turn over.

When you buy a horse at public auction it has always been a case of "caveat emptor - let the buyer beware" and most likely always will be. Just because you buy a horse at your local neighborhood Saturday night auction does not mean that the horse you just bought was honestly as represented...even if it comes with registration papers. Many a registered horse has been sold at an auction with out it's registration papers and many an unregistered horse has been sold with registration papers....
If you go to that type of an auction to buy a horse you need to really know your stuff and trust no one.... Caveat emptor - let the buyer beware....
